Aims And Objectives
The Irish Flying Disc Association is the governing body for the sport of Ultimate Frisbee and related Flying Disc Sports in the Republic Of Ireland. It is non-profit organisation whose purposes are:
- The promotion and development of Flying Disc sports within the Republic Of Ireland.
- The administration of National competition in those sports at Schools, College, and Club level.
- Development and maintenance of links with the international governing bodies of those sports, and the preparation of National teams for competition at the International level.
- Development of links with relevant sporting authorities within Ireland.
- Development of National coaching qualifications and standards.
- Development of sponosrship and other forms of revenue, and administration of those revenues in the furtherance of the above goals.
1. Membership
- 1.1. All members agree to abide by the rules and regulations established in this Constitution. Membership subsists for the duration of the calendar year beginning on January 1st and shall be granted upon payment of the appropriate annual subscription. This subscription, in all categories of membership, shall be determined annually by the Committee and shall be used by the Committee to facilitate the achievement of the Aims and Objectives as listed in this constitution. Subscription fees may also differ within each category of membership, where the committee sees fit. Membership shall be made available in the following categories:
- 1.1.1. Full Membership of the Association: Open to any individual. Membership shall cover the individual during their participation at any IFDA affiliated event. Membership shall allow voting rights at the AGM and any EGM as called under the regulations of this constitution.
- 1.1.2. College Membership: Open to the clubs of any and all educational institutions within the island of Ireland. Membership shall cover the members of said club during their participation at any IFDA affiliated event when their participation is for this same club and no other club, or as an individual separate from any club. Membership shall allow voting rights to only the three (3) senior officers of the club, on behalf of this club, at the AGM and any EGM as called under the regulations of this constitution.
- 1.1.3. Temporary Membership: Open to any individual. Membership shall cover the individual during their participation at one (1) IFDA affiliated event. Membership shall not allow voting rights at the AGM or any EGM as called under the regulations of this constitution.
2. General Meetings
- 2.1. There shall be an Annual General Meeting held each calendar year. The gap between Annual General Meetings shall be no less than nine months and no more than fifteen months.
- 2.2. The business of the Annual General Meeting shall be:
- 2.2.1. Confirmation of the minutes of the previous Annual General Meeting
- 2.2.2. Report of the President
- 2.2.3. Presentation of the Accounts and report of the Treasurer
- 2.2.4. Motions and Amendments
- 2.2.5. Election of Officers and Committee members
- 2.3. An Extraordinary General Meeting shall be convened if requested in writing by 10 per cent of the voting membership or by request of the Committee. No business shall be transacted at the Meeting other than that specified in the notice for the meeting.
- 2.4. Notice of any General Meeting shall be given to all members at least fourteen days in advance of said Meeting.
- 2.5. Motions for discussion at the AGM must be proposed at least seven days in advance for inclusion in the Agenda. The Agenda shall be circulated by the Secretary a minimum of three days in advance of the Meeting.
- 2.6. Election of Officers and Committee members shall be conducted in the following order: President, Secretary, Treasurer, At-Large Committee members. Nominations may be proposed by any member and must be seconded by any other member. Unopposed nominees are deemed elected without contest.
- 2.7. General Meetings shall be open to all members. Quorum for any General Meeting is set at 10 per cent of the membership.
3. Voting
- 3.1. Those entitled to vote at general meetings shall be:
- 3.1.1. All Individual Members
- 3.1.2. The three Senior Officers of clubs affiliated under College Membership or their appointed representatives.
- 3.2. A Returning Officer shall be appointed by the Committee prior to the General Meeting and will be responsible for the conduct of all votes during the meeting. The person appointed shall not be eligible to stand for any position.
- 3.3. Each person will have one vote. There shall be no voting by proxy or postal voting.
- 3.4. Votes shall be determined by simple majority except where defined under the terms of this Constitution.
- 3.5. The President shall have the casting vote where necessary.
4. The Committee
- 4.1. The business of the Association between AGMs shall be governed by the Committee.
- 4.2. The Committee shall be composed of :
- 4.2.1. Three Senior Officers – President, Secretary and Treasurer.
- 4.2.2. Six At-Large Committee members.
- 4.3. All members of the Committee shall be elected at the AGM and shall hold office until the following AGM.
- 4.4. Vacancies in the membership of the Committee arising from resignation will be filled as appropriate by the Committee.
- 4.5. If a General Meeting passes a valid motion calling for the resignation of any Committee member, they shall be deemed to have resigned.
- 4.6. Committee Meetings shall be convened on the request of the President, or any three other members. The President shall chair all Meetings, or shall delegate the chair to another member in the event of unavoidable absence.
- 4.7. Quorum for a Committee meeting shall be four including at least one Senior Officer.
- 4.8. The President shall have the casting vote where necessary.
- 4.9. Ordinary members of the IFDA may attend Committee meetings at the invitation of the Committee but will have no voting powers at the meeting.
5. Officers
- 5.1. The duties of the President are
- 5.1.1. To chair and convene meetings of the Committee and the AGM
- 5.1.2. To endure that the business of the Association is run fairly and in accordance with the constitution.
- 5.2. The duties of the Secretary are
- 5.2.1. To prepare the Agenda for Committee and General Meetings
- 5.2.2. To record minutes of all Meetings of the Association and its Committee
- 5.2.3. Undertaking all correspondence of the Association as directed by the President and Committee
- 5.2.4. To keep all records, other than financial, of the Association
- 5.2.5. To give due notice of all Meetings of the Association and its Committee
- 5.2.6. To respond appropriately to communications from other bodies, both international and domestic.
- 5.3. The duties of the Treasurer are
- 5.3.1. To record all paid membership, Individual and College.
- 5.3.2. To ensure proper maintenance of the Association’s accounts.
- 5.3.3. To record all transactions in sufficient detail to prepare accounts for auditing.
- 5.3.4. To provide a full financial report including a balance sheet, income and expenditure accounts which shall be made available for inspection by all members no less than one week in advance of the AGM.
- 5.3.5. Oversight of all Association bank accounts and chequebooks.
6. International Representation
- 6.1. All members of Association have an equal right to be consdered for inclusion in the National squad (subject to international regulations on age and gender.)
- 6.2. There is no appeal against a decision concerning the selection of the National Team.
7. Doping Control
- 7.1. The Association and its members are bound by the Anti-Doping programme of the Irish Sports Council and relevant regulations of the international governing body for Flying Disc sports.
8. Code Of Ethics And Good Practice For Children’s Sport In Ireland
- 8.1. The Association is bound by the Code Of Ethics For Children’s Sport in Ireland as set out by the Irish Sports Council and the Sports Council of Northern Ireland.
9. International Governing Bodies
- 9.1. The IFDA recognises the World Flying Disc Federation as the international governing body for Flying Disc sports.
10. Amendments To The Constitution
- 10.1. The articles of this Constitution may not be amended except by a motion duly proposed and seconded at an Annual or Extraordinary General Meeting. Such a motion shall require a two-thirds majority of voting members present for passage.
