Amendments to the Constitution

Amendment 1 - Membership - December 7th, 2007

Former Wording:

1. Membership

  • 1.1 Full Membership of the Association is open to any individual over the age of 16 on payment of the annual subscription to the Association. The required subscription shall be determined annually by the Committee. Members agree to abide by the rules and regulations established in this Constitution. Full membership subsists for the duration of the calendar year.
  • 1.2 College Membership is open to the clubs of educational institutions and is established on payment of the annual registration fee, as determined by the Committee. College Membership extends non-voting membership of the IFDA to all subscribing members of the affiliating club. For purposes of IFDA business, College Members shall be represented by the three Senior Officers of each affiliating club. College Membership subsists for the duration of the academic year in which it is established, deemed to run from September 1st.

1. Membership

  • 1.1 All members agree to abide by the rules and regulations established in this Constitution. Membership subsists for the duration of the calendar year beginning on January 1st and shall be granted upon payment of the appropriate annual subscription. This subscription, in all categories of membership, shall be determined annually by the Committee and shall be used by the Committee to facilitate the achievement of the Aims and Objectives as listed in this constitution. Subscription fees may also differ within each category of membership, where the committee sees fit. Membership shall be made available in the following categories:
    • 1.1.1 Full Membership of the Association: Open to any individual. Membership shall cover the individual during their participation at any IFDA affiliated event. Membership shall allow voting rights at the AGM and any EGM as called under the regulations of this constitution.
    • 1.1.2 College Membership: Open to the clubs of any and all educational institutions within the island of Ireland. Membership shall cover the members of said club during their participation at any IFDA affiliated event when their participation is for this same club and no other club, or as an individual separate from any club. Membership shall allow voting rights to only the three (3) senior officers of the club, on behalf of this club, at the AGM and any EGM as called under the regulations of this constitution.
    • 1.1.3 Temporary Membership: Open to any individual. Membership shall cover the individual during their participation at one (1) IFDA affiliated event. Membership shall not allow voting rights at the AGM or any EGM as called under the regulations of this constitution.

Amendment 2 - Postal Voting - October 3rd, 2009

4. The Committee

  • 4.3 All members of the Committee shall be elected at the AGM and shall hold office until the following AGM.
  • 4.4 Vacancies in the membership of the Committee arising from resignation will be filled as appropriate by the Committee.

New wording:

  • 4.3 Committee members shall be elected at an AGM, EGM, by electronic vote or by other appropriate method.
    • 4.3.1 Committee members shall hold office until the following AGM or for 12 months, whichever is deemed appropriate at the time of election.
  • 4.4 Permanent vacancies in the membership of the committee shall be filled by an election as described in 4.3.
  • 4.4.1 Temporary vacancies in the membership of the committee may be filled by a committee appointed replacement.

Aims and Objectives
The Irish Flying Disc Association is the governing body for the sport of Ultimate Frisbee and related Flying Disc Sports in the Republic Of Ireland. It is non-profit organisation whose purposes are:

  • The promotion and development of Flying Disc sports within the Republic Of Ireland.
  • The administration of National competition in those sports at Schools, College, and Club level.
  • Development and maintenance of links with the international governing bodies of those sports, and the preparation of National teams for competition at the International level.

Amendment 5 - Disciplin and Arbitration - October 2nd, 2010

11. Discipline and Arbitration

  • 11.1 A request to convene a disciplinary panel may be submitted by any member of the association to the committee of the association. The request shall be reviewed and a determination shall be made if a disciplinary panel is required.
  • 11.2 A disciplinary panel shall comprise of: one senior IFDA committee officer, one at-large IFDA committee officer and one additional IFDA member chosen at random but excluding Child or Schools members from a list of active members. Each disciplinary panel shall appoint its own chairperson.
  • 11.3 The identity of the disciplinary panel members for a given matter shall be made public prior to the consideration of a disciplinary matter.
  • 11.4 Any party involved in a disciplinary matter may request that any member of the disciplinary panel be replaced prior to the consideration of the matter at hand.
    • 11.4.1 If a request is made to replace a member of the disciplinary panel, they shall be replaced by a member of equal status either within or external to the IFDA committee as appropriate.
    • 11.4.2 If no suitable replacement can be appointed within the same status strata, the position on the disciplinary panel shall be filled by a lower ranking member of the association using the following order of hierarchy: Senior IFDA Committee Member - At-Large IFDA Committee Member - Full IFDA Member (or any sub-category there of but not including Child members) - College IFDA Member (or any sub-category there of but not including Schools).
  • 11.5 A disciplinary panel is authorised to take disciplinary action only on the matter for which it was convened.
  • 11.6 Appeals
    • 11.6.1 Any party subjected to disciplinary action may lodge an appeal within 30 days of notification of the initial disciplinary panels decision.
    • 11.6.2 An appeal will be heard by an appeals panel comprised of the president of the association and two other members of the association, chosen at random from a list of active members, who were not part of the initial disciplinary panel.
    • 11.6.3 An appeals panel is authorised to uphold the initial disciplinary action, enforce a reduced disciplinary action or cancel any disciplinary action in the matter for which it was convened.
    • 11.6.4 Any party subjected to disciplinary action from an appeals panel may refer the matter, withing 30 days of notification of the appeals panel's decision, to Just Sport Ireland for resolution by mediation in accordance with the Just Sport Ireland Mediation Rules. If the dispute remains unresolved at the conclusion of the mediation process, the dispute shall be referred to Just Sport Ireland for binding arbitration in accordance with the Just Sport Ireland Arbitration Rules. The arbitral award issued by JSI may be appealed exclusively by referral to the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland, within 21 days from receipt of such arbitral award, for final and binding arbitration in accordance with the CAS Code of Sports-related Arbitration.
    • 11.6.5 Any and all costs incurred by the referral to Just Sport Ireland and/or the Court of Arbitration for Sport are the responsibility of the party involved and may not be claimed from the association.

12. Equity and Access

  • 12.1 The association and its members, while complying with WFDF's eligibility rules for divisions, shall not discriminate or in any way treat anyone less favourably, on grounds of gender, sexual orientation, race, nationality, ethnic origin, colour, religion or disability.
  • 12.2 The association and its members shall not tolerate sexual or racially-based harassment or other discriminatory behaviour, whether physical or verbal, and shall work to ensure that such behaviour is met with appropriate disciplinary action in whatever context it occurs.
